I sent you over on the 16th November a copy of Hong Kong telegram No. 734 about the introduction of the Immigration Control Bill.

In view of Sir A. Clark Kerr's opinion, as expressed in Chungking telegram No. 161 of the 2nd November, I presume that you will have no objection to the Acting Governor proceeding with the introduction of the Bill into the Legislative Council and issuing a proclamation bringing it into force when it has passed all its stages. In that event, however, lir. Butler may like to explain the position to Dr. Quo Tai Chi. should, of course, instruct the Hong Kong Government to administer the scheme sympathetically, as Sir A. Clark Kerr advises.

I need not bother you with the point in the last sentence; briefly that the Acting Governor was toying with the idea of using this Bill as a means of dealing with the problem of ev cuees wilo tried to return to the Colony. Our legal advice is against this and I do not think however, that it would be pursued.
